Top stories today are saying “there’s no proof illegals are voting”. Can these statements now be used to arrest such reporters for the Crime of Voter Fraud? (or other crimes of collusion with foreign hostile governments with interest, or conspiracy to commit the same or for aiding and abetting the rampant voter fraud committed by illegal aliens).

16 States DO NOT Require an ID to Vote

Since the 2002 HAVA (Help America Vote) Act, All US States are required to register voters when they get their Drivers license or ID card
This includes a computerized system that checks if their name is not on the voter rolls and instantly offer them to register to vote. Mostly are filled in by the DMV employee, who already as a practice does not check citizenship status.
Hundreds of US Cities Encourage "All Non-Citizens" to Vote.
Today hundreds of US Cities boast of registering all non-Citizens to vote in local elections such as for Mayor, school boards, etc. It is mostly unchallenged at the State level. There are some states who want legislation that ensures it isn't only limited to those cities, they want it required to be the norm state-wide.
Chicago was the first to allow “all non-citizen voting” in the 1980s. It remains the status quo. In Maryland, officially since March of 1991 Takoma Park, provided voting for non-citizens. Since that time, nine other local jurisdictions have followed suit: Barnesville, Chevy Chase, Garrett Park, Glen Echo, Martin’s Additions and Somerset.

19 States explicitly Prohibit checking lawful residency status at the time of getting a Drivers License or ID card.
by default, states never ask whether the applicant is an illegal alien (or lawfully in the United States). So both non Citizens and illegal aliens will get registered to vote.

Once Illegals are placed on a voter roll, it's for life
In most cases since the 1990s, they have not been asked to produce any valid form of ID or lawful residency. Voters are only asked to renew their voter registration if they moved to another State, or wished to change "party affiliation" during a Primary.

30 Years of Past Voter Registrations, have no mechanism to be undone.
Some have touted the new legislation put up "for show", that says "new registrations" will require someone to "check a box" that says they're a citizen. (Still prone to errors as DMV employees mostly fills that in, and they never were required to check citizenship. In many cases are banned from checking citizenship.) However these will never touch the past 30 years of non-citizens that registered.
Federal access for States to check "Social Security numbers" would not suffice as a Citizenship check.

Some people get 3 or 4 voter cards in the mail.
Some people report getting 6 cards each election cycle. Much trust is placed in people that they will not commit voter fraud (voting at multiple locations) when they get multiple voter registration cards in the mail.
The 2005 Real ID act only requires "lawful presence" proven, but nothing about citizenship status.
Each of the 19 states (and others) which prohibit checking lawful residency status to get ID cards, provide non-Real ID drivers licenses. These can't be used for boarding flights. However, still, even if a non-citizen voter did register for a Real ID, there's nothing about citizenship status collected at the state level. Type of document may be indicated, but there are many options for these documents to prove "lawful residency". States are not required to run a check if it was a "green card" they used to get a Real ID, when the person was already registered to vote for 1-35 years.

Even for the new 30 million illegal aliens, (in addition to the 30 million which came over before 2010), lately they only added a "small checkbox" for “new applicants”. That is supposed to deter these from voting. Often they don’t even get asked, since they’re legally supposed to be voting in their local elections regardless if they are illegal aliens (absolutely).
No Knowledge it's Voter Fraud
While non-Citizens and illegal aliens are encouraged to vote in hundreds of US Cities, most do not know it's a felony to vote in the Federal Elections. We go only in good faith to believe that they would not vote in those types of elections. Many don't even know it's not allowed.
Information campaigns should be conducted to ensure they know the penalties, when one day such citizenship data gets collected.
Here's an example of when someone updates their ID at the DMV, or address change, they're also checked if registered to vote. This does not include a check on citizenship status either. Only if it's found they've never registered in the past, then they will be asked to register to vote. Typically the employee behind the counter fills it in for said resident, and as a practice, does not run any checks about citizenship status.
